when someone says they'd like to kiss you. ... and you don't want to kiss them.... what's the most tactful way to refuse?
so far i tend to just go with "um... i think i'll have to say no..."
i think i'm lacking in the appropriate response category....

I don't think there's an appropriate response. It's just inevitably embarrassing and awkward. Oh well.
I don't think you have to be tactful... Just a "no thank you" is polite, that's all they can ask for. Or say something crazy and it makes for a good story at least!
